Shaheen earned her bachelor's degree from Shippensburg University of Pennsylvania and a master's from the University of Mississippi. Elected to the New Hampshire State Senate in 1990, she was then elected governor in 1996. John E. Sununu defeated Shaheen in 2002's U.S. Senate race. She served as the national chairwoman of Sen. John Kerry's 2004 presidential run.
