After serving as a staffer to former Senator Bill Cohen for 11 years, was appointed Maine's commissioner of professional and financial regulation in 1987, where her jurisdiction included the business of insurance. Ran unsuccessfully for governor in 1994, and then won the seat vacated by Cohen in 1996. She served six years on the Senate Committee on Health, Education, Labor, and Pensions and is former chairwoman of the Homeland Security and Government Affairs Committee.
